Subject:   Invitation of bids for Study Tour of 57th  Level B participants from 28th November 2016 to 2nd  December 2016 in the Delhi--Ajmer-Jaipur-Ranathambore -Delhi Sector.

 Institute of Secretariat Training and Management (ISTM) is entrusted with the responsibility of imparting training to Central Government Officers.  57th Level B training programme is being held at ISTM from 7th November to 9th December, 2016.  An integral part of this training programme is an NGO-Cum-Study Tourin which participants are scheduled to be taken to places of socio-economic, geographical and historical importance, within India, for their experiential learning.  

 2.       In view of the above, bids are invited for conducting the above mentioned Study Tour from all eligible travel agencies as defined in paragraph 5.6 of this document, and hereafter referred to as Tour Operator in prospective sense.

3. THE OBJECTIVE OF THE STUDY TOUR

The “study-tour” to be conducted for trainee officers of ISTM is an off-campus training programme, using “Field Visit” methodology. The tour Operator needs to keep this in mind while making arrangements. The objectives of study-tour are given below:

v  To familiarize the trainees with India’s rich cultural heritage and Arts

v  To familiarize to the development activities taken up in villages and cities.

v  To expose the trainees to research and development work being done by Government and NGOs.

v  Providing them the exposure to our environment and wild life conservation.

v  To develop team spirit, time management, management of crisis and adaptability to various odd situations.

 

4.         The Tour Itinerary, any part or whole of which shall henceforth be referred to as Study Tour, is as follows:-

 *The tour operator would pickup the participants from railway station in Jaipur and drop them at the NGO. They will then again be picked up on 29-11-2016 (7.00AM)for the remaining part of the study tour

#Train Tickets for both ways would be booked by the tour operator.  Lunch/Dinner/tea/Snacks/water would be provided by the tour operator during train journey, if the train does not have a pantry car/does not provide pantry service as a part of ticket cost. 

4.1      a)        All Breakfast/Lunch, Tea/snacks, Dinner shall be provided by the tour operator on all days from 27.11.2016 (Afternoon) to 02.12.2016 (except 28-11-2016).  Sufficient quantity of bottled water and tea and snacks should be provided during bus journey.

            b)         All stay arrangements (Hotels) will be provided by the tour operator except on 28.11.2016.

            c)         Wherever there is a visit to any lake or river, boating shall be provided by the tour operator.                     

5.     TERMS & CONDITIONS:

5.1     The thrust of the study-tour as the off-campus programme is to help all participants to learn from their movements from one place to another. The logistical arrangements for conducting the study-tour is to be made keeping in view the objectives mentioned above. The arrangements are to be made in such a way as to allow flexibilities for adjusting the requirements as indicated in the Objectives under para 3 above. 

5.2       NUMBER OF PARTICIPANTS:        About 30 (plus or minus 5)

 (The number of participants and hence the number of rooms required may vary and may go down considerably)

5.3 ACCOMMODATION:          Minimum 3 Star or equivalent hotel, referred to in this document as “a suitable Hotel”. Separate rooms for male and female participants on twin sharing basis.  Separate room for Course Director (single sharing).

5.4 MODE OF TRANSPORT :

BY ROAD:-Keeping in view the size of the group, vehicles (BUS) shall be provided with the following conditions:

a)      Each of the Buses should have 2X2 push back seats with Air Conditioner (separate engine), for example Volvo Bus/or equivalent for plying in the rough areas.;

b)      One Driver and one Co-Driver are to be provided with one Helper in each bus;

c)      The vehicle should not be more than 2 years old or it should not have run for more than one lakh kilometres, whichever is earlier.

d) ALTERNATIVE VEHICLE ARRANGEMENTS OF SIMILAR QUALITY MUST BE MADE IN CASE OF BREAKDOWN OF VEHICLE WITHOUT DELAY.

e)   If, because of breakdown of the vehicle, the itinerary of the tour is disturbed or visit to the Projects/ PSU etc is not carried out, a penalty of not more than 5% of the total cost shall be levied and shall be deducted from the tour cost, in addition to the penalty mentioned at Para 5.11 of these terms and conditions.

 BY BOAT :(wherever applicable):-

Separate and exclusive boat, approved by the State Govt., with Life Jackets and trained marines may be provided. The boat should have sealed packed bottled drinking water.

5.5 OTHER REQUIREMENTS:

 a)      Hotels / Restaurants are to be instructed to serve vegetarian and Non-vegetarian foods in sufficient variety and quantity on separate buffet tables with clear sign boards as “Vegetarian” and “Non-Vegetarian”;

 b)      The Tour Operator shall be responsible for the quality of food served and the hygienic conditions under which it has been cooked and served;

c)  Sufficient quantity of bottled drinking water, in one-litre packing, sealed packed, should be available for each participant during the entire tour, including journey period, excluding the period of stay at NGO;

d)      If any participant(s) fall(s) sick during the Study Tour, it will be the sole responsibility of the Tour Operator to provide the best available treatment – the cost of which will be reimbursed under relevant rules/ provisions of Government of India;

e)     The proposal shall include all entry fees, cost of guide(s) in monuments, etc. (if any) and other charges in the visiting places including boating charges;

f)      A responsible and experienced official of the tour operator, who is empowered to take decisions in contingency, shall accompany the participants right from picking up them from Barefoot College, Thiloniya on 29.11.2016 (early morning by 7.00 AM). He shall be with the group during the entire period of Study Tour and help the Course Director in so far as logistics are concerned.

g)       In order to accomplish the achievement of objectives as indicated at para 3 above, and/ or to avoid any mayhem, calamity or any untoward incident whatsoever, if some adjustments are to be made in transport and change of routes are necessitated or any deviation in tour itinerary, it needs to be decided on the spot by the accompanying ISTM faculty/ Course Director. Such flexibilities shall be allowed without increase in tour costs;

h)     Safety and security of all participants shall be the sole responsibility of the tour operator during the entire study tour.

 5.6      BIDDER ELIGIBILITY CRITERIA

All Government/ undertaking travel agencies and private travel agencies approved by the Ministry of Tourism, Govt. Of India, with minimum one year experience are eligibleISTM reserves the right to cancel any bid from any tour operator(s) on the ground of previous bad experience which shall be decided solely by the ISTM and the decision of the Director, ISTM shall be final and binding in this regard.

 

5.7      ADVANCE PAYMENT:

Not more than 30% of the total accepted costs can be granted as an advance, i.e., before the commencement of the tour, if the Tour Operator belongs to the private sector (40% in case the Tour Operator is Government undertaking). The amount due for the Course Director accompanying the tour shall be paid at the end of the course on submission of all bills by the tour operator;

5.8        Costing should be for end to end service. Early check-in & late Check-out at Hotels to be factored in the cost by the Tour Operator (depending on the travel schedule);

5.9       Travel insurance comes under the scope of the work of services provider;

5.10    No alcoholic beverages may be served. Menu of food and beverages may be suggested with quotation; however, Course Director reserves the right to change the menu at any point.   

5.11     PENALTY CLAUSE

If any of the conditions are not complied with, maximum of 25% of the cost or debarment from future tendering or both. To substantiate the penalty claim, the feedback of the participants shall be relied upon with the observations of the Course Director. The decision of the Director, ISTM shall be final and binding in this regard. If more than one organisation quotes the same lowest price, the tender will be awarded to that organisation who has the most years of experience of similar nature in dealing with the Govt. Organsiations/ISTM.  The decision of the Director, ISTM shall be final and binding in this regard.  Any legal dispute shall be settled in the Courts of Delhi.

 6.      You are requested to send your proposal with itinerary as well as the cost per person as a package tour, in a sealed cover to the undersigned by 4.40 P.M of 14-11.2016 (Monday).  Bids will be opened, in the presence of tour operators/ representatives present at that time, at 5.00 PM on the same day in Room No.208 of ISTM.
