5With due respect, I wish to say that on the basis of result of Combined Graduate Level Examination 2013, I was selected for the post of Assistant and was asked to report to Dr. Marri Channa Reddy Human Resource Development (MCRHRD) Institute, Hyderabad, Telangana for foundation training vide DOPT Circular No. 7/9/2013-CS.I(A) dated 20 July 2015. I reported there and completed my training successfully. I have been posted to Department of Financial Services, Ministry of Finance. I had incurred boarding & lodging expenses of Rs. 17086/- as well as travelling expenses of approximately Rs. 4000/- during the training. I tried to submit my TA DA claim for reimbursement of those expenses to the cash section of my department, but they denied saying that there is no Rule in the circular or offer of appointment of DOPT/ISTM regarding reimbursement of boarding & lodging expenses and travelling expenses whereas such rules are already covered under Travelling allowance Rules, 1954. Moreover, the Assistants posted in Department of Economic Affairs, Ministry of Finance and Ministry of Civil Aviation have been reimbursed these expenses by their concerned department. I would request you to provide the relevant rules governing reimbursement of training expenses (boarding and lodging) incurred during the foundation training programme of Assistant (DR) batch of 2013. 34Respected Sir/Madam, I am working as an Assistant Section Officer in CSS cadre & joined my foundational training course on 01.08.2015 at ATI Shimla i.e. HIPA, Fairlawns, Shimla upto 21.09.2015 & concluded my training at ISTM, New Delhi on 24.09.2015. I joined this service after tendering technical resignation from my earlier post as Accountant in CBDT, Ludhiana & got relieved from there on 31.07.2015 & joined at ATI Shimla on 01.08.2015. In light of this detail i need following information under RTI Act 2005 as under: 1. During training expenses incurred on lodging / boarding are not being reimbursed by my present department on the ground that in your office order A-12025/01/2015-ISTM dated 24.09.2015, only one side fair from Shimla to Delhi has been allowed to be reimbursed. I need the clarification of this order & copy of concerned ruling based upon which such order had been issued. 2. As I was a permanent employee in a central govt. department on the date of my relieving i.e. on 31.07.2015 after having rendered service more than two years, I am eligible for transfer TA under CCS TA rules at the rate of my earlier salary mentioned in the Last Pay certificate. This provision is also mentioned in the detailed condition of service at Para No. (ix) of DOPTs order No. 7/9/2013-CS.I(A) dated 20.07.2015. But due to your aforesaid order dated 24.09.2015, No transfer TA is being allowed to me. I need clarification in this regard & concerned ruling for such provision. 3. As I could not avail the joining time to join the ATI Shimla on 01.08.2015 after my relieving on 31.07.2015 from my earlier post, I need information regarding the status of my joining time as amount of maximum joining time I am eligible for and i can avail as EL now on date etc. 4. The shifting of training centre from ATI Shimla to ISTM, New Delhi for last two days of our training program is also a transfer of posting, we are eligible for the transfer TA for the same also under CCS TA rules. When will the remaining candidates of CGLE 15 be called for joining. 4. Remaining candidates will be called only after completion of training of first batch or possible before also. 5. While going through the list it seems that a few candidates of SC&ST categories have been nominated for first batch. What is the reason. 6. On the site of ISTM the date of next batch is shown as 2 Jan 17, if remaining candidates are called for joining at that time their service will be shorter for 4 months as comparing to the same batch candidates will it not suffer those candidates in future at the time of Section Officers Examination, will their service be counted from September 16 or January 17.Response attachedदेखें
