SOPs for the participants

Introduction: -

The participants of the Training Programme are Government Servants. In terms of the Fundamental Rules applicable to Central Government Servants, the period of training is treated as ‘duty’ for all purposes for all participants. As such, from the day of joining the training programme the participants are subject to the Central Civil Service (Conduct) Rules, 1964.

Instructions for conduct of the participants during the Training in ISTM:-

I. GENERAL DOS AND DON’TS: -

  • Casual Wears are not allowed in ISTM. In case of any violation in this regard, the participant may be reported back to the Sponsoring Authority.
  • Drinking/Smoking/use of any other kind of intoxicating product is not allowed in the ISTM campus.
  • Do not appear in an intoxicated or inebriated state in the ISTM campus.
  • Do not directly or indirectly cause sexual harassment of any women in the workplace. [For this, the workplace includes entire ISTM premises, parking lot, lounge, class room, corridors, hostel, lunch/TV/play area, aircraft, train, bus, hotels and every place of stay and activity during study tour/NGO visit come under the definition of “Workplace” and provisions contained under Rule 3C of the CCS (Conduct) Rules, 1964 are also attracted].

II. CONDUCT IN CLASS

  • The classes are scheduled to start in ISTM at 9.15 A.M. The participants are expected to be in class by 9.10 A.M. Coming late without prior information to the Course Coordinator shall not be allowed. 2 such instances of unauthorized late coming will lead to immediate relieving of the participant for reporting back to his/her respective office/organization.
  • The participants shall not miss/take leave for any of the assessment exam/criteria conducted during the training program, failing which the course will not be treated as completed and participant may be called to re-appear for the particular assessment criteria in the future batches.
  • Participants are to rise in their seats when a Faculty or Guest Speaker enters or leaves the classroom.
  • Participants are not to leave the classroom until the Faculty has left when the session is over.
  • Participants are not to leave the classroom when the session is on without the permission of the Faculty.
  • Participants are to avoid the cross talk as the same is discourteous and disturbs everyone.
  • Participants are to keep their mobile phones in silent mode/switched off during the duration of the sessions. Participants are not expected to talk on the phone inside the classroom. If the call is urgent and unavoidable, seek permission from the faculty and leave the room quietly to take the call.
  • Participants are to observe proper decorum during lunch break.
  • Participants shall strictly adhere to timings for the sessions.
  • Participants are to express their opinion on an issue, however, in doing so, they shall use temperate and courteous language and demeanor.

III. CONDUCT DURING THE TOUR: -

  • i. If the conduct or behavior of the participant during the Study Tour/NGO Attachment/Local Visit is found unsatisfactory, the Course Coordinator will immediately send back the participant to re-join their respective office/organization with the training program to be treated as not successfully completed. The travel tickets, Travel Allowance (TA) and Daily Allowance (DA) expenses of the concerned Official/Officer will be borne by the participant himself/herself, in such a scenario.
  • ii. The conditions relating to the use of intoxicants and sexual harassment shall also be applicable during the tour/attachment/visit.

IV. TAKING LEAVE & TREATMENT OF ABSENCE

  • During the period of training availing of any kind of leave is not permissible. Permission would be given only in rare and exceptional circumstances, on a case to case basis, by the Director, ISTM. The participants shall inform about the emergency to the Course Coordinator and follow his/her directions as regards refusal/admittance of leave.
  • For consideration of grant of leave, prior request in writing only is to be made at least by the afternoon of the day before the day for which leave is sought for. During the period of training the Headquarter for the participants is ISTM, Delhi. Accordingly, in case of emergency (including attending to official work related to their respective office/organization) in which if participants are required to leave Headquarters, they shall seek prior permission of the course Coordinator.
  • Unauthorized absence including late-coming in the Class, without prior written approval of the course Coordinator, will be treated as ‘dies-non’ and may invite disciplinary action.
  • If a participant seeks leave (either consecutively or separately) of more than 2 days in 3 weeks program, 3 days in 4 week program and 5 days in programs longer than 4 weeks, his/her participation will stand canceled unless Director, ISTM exempts such relieving.

V. ONLINE SESSIONS

ISTM may conduct many sessions pre-course or during the course in the online mode. The responsibility of joining and participating in such online activities shall rest with the participants Besides, all participants shall maintain decorum while participating in online sessions and keep the camera on and mic off except for the time they are asked to talk. Participants should be attentive to reply to any questions put forward by the faculty.
