Subject:    Study Tour  from  14/06/2015  to 19.06.2015  (including journey dates) in the Sector Delhi–Bir- Palampur – Dharamshala - Delhi for the participants of 54th Level A   Training Programme– Inviting quotation.

 Madam/Sir,    

 

     This Institute is entrusted with the responsibility of imparting training to Central Government Officers. The 54th Level A Training Programme, a mandatory training programme of Central Secretariat Service Cadre Training Plan (CSS CTP) is scheduled to be held at ISTM from 8th June to 3rd July, 2015.  One of the mandatory components of the said training programme is Study Visit-cum-NGO Visit in which participants are taken for visits outside Delhi to experience the historical and cultural heritage, working of Central/State Government projects/schemes and institutions of the areas visited and for giving exposure to work done by the private NGO in the service of humanity, community, society and thus to the nation.

 

2.       It has been decided to conduct Study Visit for this batch of 50 participants during 14th to 20th  June, 2015 ( including journey dates)  in the sector of Delhi–Bir – Palampur – Dharmashala - Delhi.   However, the number of participants who will finally attend the study tour can be lower which may go down even upto 50% of the above stated figure on a conservative estimate. The group  will be led by a faculty member. This Notice Inviting Tender (NIT) is for the services as mentioned in the succeeding paragraphs. 

 

3.         Important terms and conditions:

 

3.1       The “study Visit” to be conducted for trainee officers of ISTM is an off-campus training programme, using “Field Visit” methodology. The tour Operator needs to keep this in mind while making arrangements. The objectives of study-tour are given below:

 

 

a.    To understand India’s cultural heritage and art.

b.    To experience environment and wild life conservation.

c.    To observe the developmental activities taken up in villages including tribal areas

d.    To expose the trainees to research and development work being done by Public sector Undertaking and mega projects.

e.    To develop team spirit, time management, management, management of crisis and adaptability to various situations.

 

3.2       The thrust of the study Visit as the off-campus programme is, therefore, to help all participants to learn from their movements from one place to another, starting from ISTM and returning to ISTM. The logistical arrangements for conducting the study-tour is to be made keeping in view the objectives mentioned above. The arrangements are to be made in such a way as to allow flexibilities for adjusting the requirements as indicated in the objectives. The Tour Itinerary is as below:

5.       State/Central Tourism Development Corporation/Private tour operators who are accredited with Ministry of Tourism, Govt. of India will be considered for implementing study tours by ISTM.

 

   5.1

* 50 participants have been nominated by the cadre controlling authority. The exact number of participants reporting for the training on 8th  June, 2015 may be lesser. 

# In case of odd number of participants (Male/Female) 1 or 2 single rooms will be provided to the participants.

 

Note:  All entry fee, parking, local transport, guide charges, etc., to be borne by the Tour Operator during the entire tour.

 

6.       MODE OF TRANSPORT:

 

 (A) BY ROAD:-As far as possible and keeping in view the sizes of the group, single vehicle (BUS) / AC MUVs shall be provided with the following conditions:

 

A. The bus should have 2X2 push back seats with Air Conditioner (With separate engine for AC such as in a Volvo bus, with Video and PA system);

B.   Where journey by bus is not considered appropriate, the tour operator can hire an MMVs (such as Tempo Traveller) or MUVs (such as Innova), with not more than 9 and 5 guests respectively are made to sit in each vehicle.

C.      In long Journey (more than 8 hours) one Driver and one Co-Driver are to be provided with one Khalasi/Helper.

D.      The vehicle should not be more than 2 years old or it should not have run for more than one lakh kilometres, whichever is the minimum.

 

 (B) By combination-Train+ By Road

·         Delhi to Pathankot/Amritsar/ Hoshiarpur/Una* Etc by Train

·         By road from railway station to Bir, Himachal Pradesh;  return by road from Dharmshal to Pathanot/ Hoshiarpur/Una*

·         By train from Railway Station to Delhi.

 

                (* Tickets for whichever train is available)

 

 

 

2.                BY BOAT:-

 

Separate and exclusive boat, approved by the State Govt., with Life Jackets and trained marines may be provided. The boat should have rest rooms and pure drinking water facility (bottled) on board. Facility of Lunch/Dinner/Refreshments should be provided on board of the boat.

 

3.                SUVs may be arranged for Journey in Hilly Areas. 

 

 

ALTERNATIVE VEHICLE ARRANGEMENTS OF SIMILAR QUALITY MUST BE MADE IN CASE OF BREAKDOWN OF VEHICLE

 

If, due to breakdown of the vehicle, the itinerary of the tour is disturbed or visit to the Projects/ PSU etc is not carried out, a penalty of not more than 5% of the total cost shall be deducted from the tour cost, in addition to the penalty mentioned at Para (1.8) of these terms and conditions.

 

7.     OTHER REQUIREMENT:

 

7.1    Accommodation for participants would be on twin sharing basis except in case of accompanying faculty and odd number of male/ female participants where single room accommodation is to be provided. Feasibility with regard to availability of accommodation, etc. may be examined before submitting the bid.

 

7.2    The package tour cost should include everything, viz., all kinds of end to end travel costs, cost of the tour escort/ guide for the entire duration of the study visit.  It should also include all costs of boarding (bed tea, breakfast, lunch, evening tea with snacks, drinks, beverages, bottled mineral water (in sufficient quantity and variety) including those provided during travel/ en-route, stay. Stay is to be arranged in a hotel in the main area (Three Star Deluxe Hotel/ Resort or equivalent or higher).   

 

7.3    As far as serving of food is concerned, it should be in buffet system only. Hotels/ restaurants are to be instructed to serve sumptuous vegetarian and non-vegetarian food in ample variety (number of dishes) and quantity which should not be repeated during the tour period. The tour operator shall also be responsible for the quality of food served including the hygienic conditions under which it has been cooked, and therefore, should be careful in his selection.

 

7.4.     Early check-in and late check-out at hotels are to be taken care of by the tour operator within the scope of package tour itself (depending on the travel schedule). All accommodations should have high standards of hygiene and cleanliness and should commensurate with the status of civil servants. 

 

7.5    In case of any illness or mishap, local treatment and safe transportation back to Delhi (whenever it happens or as decided by accompanying faculty) would be the responsibility of the tour operator within the estimates submitted by the tour operator for the package tour.

 

7. 6  To help the accompanying faculty in logistics and other arrangements, an experienced official of the tour operator (not of an outsourcing partner), who is empowered to take decisions in contingency, shall accompany the group as an escort. He will travel with the group and stay in the same premises where the participants are being lodged.

 

7.7    The tour operator shall arrange for one bonfire, where provision for PA system should be made, and one cultural evening to show case the local cultural and art, etc. cost of which shall be included in the estimate of package tour.

 

7.8    The tender in the bid document should declare that “All the terms and conditions mentioned in the tender calling letter are acceptable”.  Also, the bid document should not contain any additional terms and additions other than those specified in this document.  The bids without the declaration or having any additional terms and conditions (Conditional bids) would be summarily rejected.

 

 8.      ADVANCE AMOUNT:

 

1.    Not more than 30% of the total costs can be granted as an advance, i.e., before the commencement of the tour, if the Tour Operator belongs to the private sector. The amount due for the Course Director shall be paid at the end of the course on submission of all bills by the tour operator.

2.    Costing should be for end to end service.

3.    Early check-in & late Check-out at Hotels to be taken care in the scope (depending on the travel schedule).

4.    Travel insurance comes under the scope of the work of services provider.

5.    Mineral water (minimum 2 litres per day of reputed brand like Bisleri, Aquafina) to be provided during transfers and sightseeing (on the Bus/Boat).

6.    Upgrades for rooms and business class should be included.

7.    Menu & Draft to be provided at time of RFQ Submission – Course Director Reserves a right to change the MENU at any point.     

 

 

9.     BIDDER ELIGIBILITY CRITERIA

 

          All Government/undertaking travel agency OR

·         Ministry of Tourism, Govt. of India approved travel agency with one year experience.

·         The Agency must be approved from Department of Tourism, Government of India. Documentary evidence has to be provided.

·         It should have past experience of conducting similar tours.

 

 10.     PENALTY CLAUSE

 

If any of the terms and conditions contained in this document are not complied with, a penalty of maximum of 25% of the cost or debarment from future tendering or both can be imposed upon the tour operator. To substantiate the penalty claim, the feedback of the participants shall be relied upon with the observations of the Course Director. The decision of the Director, ISTM shall be final and binding in this regard. Any legal dispute shall be settled in the Courts of Delhi. 

 

11.     Proposals are invited for conducting a study tour of a group of approximately 50 officers + one (1) Course Director. The proposal shall include cost of accommodation on twin sharing basis, food (vegetarian & non-vegetarian), drinking water etc. at all places during the visit, as well as cost of local transport (both surface and inland water). The responsibility of the Tour Operator shall begin from receiving the participants at ISTM, New Delhi - 67 on 14.06.2015 in the afternoon to dropping them at the same place on 20.06.2015.

12.     You are requested to send two proposals (one entirely by road and another by combination mode of travel by train and by Bus) with itinerary as well as the cost per person as a package tour, in a sealed cover to the undersigned by 3:00 P.M of 08.06.2015. Proposals will be opened in the presence of representatives of tour operators at 3.30 PM on the same day. Only successful bidder will be informed.
