The Institute of Secretariat Training and Management (ISTM) was established in the May 1948. Over the years, ISTM has emerged as a premier Central Training Institution in training of officers working in the Central Secretariat, State Governments/Union Territories, Public Sector Enterprises (PSEs) and Autonomous Bodies. Central Secretariat is at the apex level of governance in the country and the officers and staff posted in the Central Secretariat not only monitor the National flagship programmes and projects but also help formulate, review and monitor the implementation of public policies. The role of officers posted in Central Secretariat therefore calls for high quality, dedication and expertise in the allocated areas.

I am happy to share that the vision of ISTM aims at excellence in the quality of its contents, methodology and effectiveness in design and delivery of learning resources. It continuously strives to set the highest benchmarks in effective instruction design, engaging best-in-class resources and utilizing the user feedback to constantly improve the learning experience.

Over the years, the Institute has developed the in-house expertise in facilitating the skill development and behavior modification for improving organizational effectiveness. ISTM, inter-alia, imparts induction and refresher training for the Central Secretariat officers, officers from Group ‘A’ Civil Services, State Civil Service (SCS) officers, officers of Union Territories, PSEs and orientation courses for middle management and senior officers posted in Central Secretariat so that they acquire the required competencies for successful management of roles assigned to them. Under the Cadre Training Plan, officers and staff in Central Secretariat are trained with a view to upgrade their knowledge, skills and attitude for manning higher positions.

Central Secretariat, being at the apex, utilizes a diverse set of talent pool of officers and ISTM celebrates this diversity by providing training across a broad range of subjects delivered by its faculty having a wide range of backgrounds to a large number of officers from various civil services having a variety of functional specializations. 

It would not be an exaggeration to say that key strength of a training Institute is its faculty and ISTM takes pride in its well qualified, dedicated and experienced faculty who have made the learning programmes and research work a unique, enriching and fulfilling experience for all stakeholders. 

 ISTM has long been acknowledged as an Institute which provides quality training programs using state of the art training techniques providing the participants an environment supportive for accelerated learning. To do so, ISTM uses learner-centric and interactive methods like case studies, group discussions, brain storming and learning through modelling and games etc.

Civil Services are both the agents of policy making and the executive hand that delivers on the ground. Over a period of time, the expectations of citizens to deliver quality services by civil services has gone up and the training Institutions like ISTM have a key role to play in strengthening the eco system of capacity building of our civil servants. ISTM is envisioned to play an important part in the capacity building initiative of Mission Karmayogi by strengthening its professional capacity so as to develop the framework for the Role based Competency model. I invite eminent experts from various spheres to come and share with our participants their expertise in the capacity building, public policy implementation and Central Administration. I would also like to invite your contributions in the form of Research Articles which can be published in the ISTM Research Journal.
