Content Contribution, Moderation & Approval Policy:

Content needs to be contributed by the authorized Content Manager from Groups/Divisions of Institute of Secretariat Training and Management in a consistent fashion to maintain uniformity and to bring in standardization along with associated metadata and keywords. In order that all contents posted on the website are authentic, up-to-date and latest, officers/division contributing the contents must check them thoroughly for authenticity and accuracy before posting. The contents must invariably display a time stamp indicating the date on which the information was posted and last reviewed and/or modified. The general content links of the website are given below. Before sending new/revised contents to the Web Information Manager (WIM) for posting in the website, all officers/ divisions should adopt the procedure as indicated in the table below relating to content contribution, moderation and approval.

The content of the website goes through the entire life cycle process of

Different content elements on the basis of their importance and utility have been categorized as: -

3. Express.

Express contents may be posted immediately on to the website. The priority content will get priority over routine contents. For the purpose of website management, officers of the Sections have been categorized into four levels as follows:

Level 1 – Assistant Director (System Administration)

Level 2 – Deputy Director (System Administration)

Level 3 – Joint Director (System Administration)

Level 4 - Director

In case a particular level of Officer is not available in the hierarchy, the other upper level officer should discharge the duties in addition to his role in the scheme of management. New links on the website can be created only with the approval of the Joint Director (System Administration).

The System Administration unit is the owner of the content on the website. The primary responsibility for the correctness, accuracy and relevance of the content is that of the Section concerned, the officers of the concerned unit shall act as the approver and moderator of the content in case the content is directly uploaded on to the website by the unit itself using web interface provided for that purpose. However, every content must have the approval of the Joint Director (System Administration) before considering for approval and moderation for putting on the website.

In case of those links/contents which are uploaded by the NIC, the Moderators shall be the officers of the System Administration unit and Approvers shall be the officers of the originating Section.

 Content Review Policy:

Each and every bit of content published on the ISTM website should be verified and checked thoroughly to ensure that authentic and accurate information is provided to the users of the website. It is, therefore, required to keep the content on the website current and up-to-date and hence there is a need for Content Review Policy. 

Content Archival Policy:

Validity of some of the components may not be known at the time of creation. Such content is treated as perpetual and the validity date shall be ten years from the date of creation. Other content like course circular, tenders etc. have 6 months of expiry. 

Security Policy:

ISTM has a responsibility to protect from disclosure to unauthorized parties the personally identifiable information (name, address, date of birth, social security number, etc.) of its website users. Therefore, ISTM has adopted and implemented a website security policy to protect account information of its website users. 

Website Monitoring Policy:

ISTM website is being monitored periodically to address and fix the quality and compatibility issues around the following parameters:

§  Functionality: All modules of the website are tested for their Functionality for their smooth working.

§  Performance: All important pages of the website are tested for the download time.

§  Broken Links: The website is thoroughly reviewed to rule out the presence of any broken links or errors. 

Contingency Management:

The presence of the website on the Internet and very importantly the site is fully functional all the times. It is expected of the Government websites to deliver information and services on a 24X7 basis. Hence, all efforts should be made to minimize the downtime of the website as far as possible.
