Rajiv Manjhi, Director, ISTM
ISTM Director

    Shri Rajiv Manjhi, Director, Institute of Secretariat Training and Management (ISTM) and Joint Secretary to the Government of India (Since April, 2024), joined Government service through the Civil Services Examination, 1993. He brings with him over three decades of extensive experience across diverse Government organizations, having served in various capacities.

2.   During his tenure as Joint Secretary to the Government of India with the Ministry of Health and Family Welfare (2017-2024), he made significant contributions to public health administration, notably playing a pivotal role in the elimination of Kala-azar, a neglected tropical disease, from India, along with several other important initiatives.

3.  Prior to his tenure in the Ministry of Health and Family Welfare, he served as Director in the Department of Personnel and Training, where he played a key role in restructuring the cadre of the Central Secretariat Stenographers Service (CSSS). This initiative significantly reduced chronic stagnation in promotions, enabling timely career progression for CSSS officers, in some cases addressing delays of up to 15 years. While serving as Government Nominee Director on the Board of Kendriya Bhandar, his contribution was instrumental in turning around Kendriya Bhandar from a loss making organization to a profit making organization.

4.   Shri Manjhi holds two Master’s degrees in Management—MBA (Human Resource Management) and MBA (Finance), with distinction, and an M.Phil in Public Administration, also with distinction. He is a certified trainer for the Leadership Development Programme of the United Nations Development Programme (UNDP) and the Government of India. He has also served as visiting faculty to several premier institutions, including the National Institute of Financial Management (NIFM), Indian Institute of Public Administration (IIPA), International Institute of Learning in Management (IILM), Defence Services Staff College (DSSC), and International Centre for Information Systems and Audit (ICISA).

5.   As Director, ISTM, Shri Manjhi has focused on strengthening the training ecosystem and advancing capacity-building initiatives for public servants. He has introduced innovative frameworks such as “Panch Pranali,” a learning reinforcement model, and “Role Visualisation,” a tool for competency identification and development. He is also actively associated with various research initiatives of the Institute, serving in capacities such as Chair and Mentor.

6.   Under his leadership, ISTM has emerged as a leading contributor to the iGOT Karmayogi Bharat platform. The Institute has launched more than 250 courses on the platform across six languages, with plans to expand further to 19 Indian languages. Several of these courses have received recognition as Top Performing, Highly Rated, and Most Consumed courses on the platform.

7.   During his tenure, ISTM has also been accredited with the highest rating of "सर्वोत्कृष्ट" (5-Star) by the Capacity Building Commission, Government of India, reflecting the Institute’s commitment to excellence in training and capacity development under his able leadership.
